Case1 when both are in same direction
velocity of A w.r.t. B i.e., Vab= Va-Vb=60-45=15km/h east ward

case2 when both are in opp. dir.
then Vab=60 - (-45) =60+45=105km/h in eastward

hmm..... so when two cars are moving in same direction , the velocity is subtracted , so , speed of car A w.r.t. B will be 60-45= 15kmph and when they both travel opposite , the speeds are added, i.e. 60+45= 95kmph . Hence is the answer .
