Two elements X and Y belong to the second group of periodic table. X has 2 shells and Y has 3 shells in it. Is the valency of X same as that of Y or different? why ?

Yes
Valency depends on number of valence electrons or electrons in last shell of an atom

and since atoms of elements in same group have same number of valence electrons
They have same valency
