Dr. Ambedkar, the father of Indian Constitution has emphasized the two fold objectives of the Fundamental Rights .

“First, every citizen must be in a position to claim these rights. Secondly, they must be binding on every authority … upon every authority which has got either the-power to make laws or the power to have discretion vested in it.”

Fundamental Rights are granted to the citizens on India. These fundamental rights may prohibit individuals or the governments to do certain activities and may even limit the authority of the state.  

Dr. Ambedkar who created the constitution stated that the fundamental rights have a two-fold objective.

The first is that every citizen of India must be in a position to claim the fundamental rights. The other objective of fundamental rights is that they must be binding on every authority.

This means that the individuals or government bodies that claim the rights must also be responsible and accountable to ensure that these rights are not misused in any manner.
