On the basis of functions there are two groups of plant tissues which are Meristems tissue and permanent tissue.

The meristematic tissue consists of a group of cells which are in a continuous state of division and they can retain their power of division.

The permanent tissues are those in which the growth has stopped partially or fully. These may sometimes become meristematic in nature again.

The permanent tissues are further divided into simple and complex tissues.
