step 1 ) make a diagram, after making it correctly you will see that the the point at which tangents are touching the circle , the angle made by tangents is 90 each , sum of angle of quadrilateral is 360-(90+90+40)=140(at centre)

step 2) now OAB is traingle whose two sides are equal make equal angle of 20 degree each.

step 3) now comes angle P which is 70 degree ( angle at major chord is half of its centre) which is equal to PB angle made by parallel.

step 4) therefore angle PBO =90-70=20. Therefore angle PBC is 40
