   As per the section 6 of the Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Act , 2006, the Gram Sabha is the authority to initiate the process for determining the nature and extent of individual right or community forest rights or both.

  This is the central government act of 2006.  Gram Sabha receives claims and verifies them. It is supposed to prepare a map of the forest area.  After it approves and passes a resolution, it is supposed to pass a copy of it to the sub divisional level committee.  This committee is constituted by the state government.

   Then it is passed to the district level committee. Then to the state level monitoring committee. All these are constituted by the state government.
