As we know there were three estates in France before when Louis XVI was in power.

1. Nobles

2. Clergy

3. Common People

These three estates were there, The nobles and the Clergy enjoyed certain privileges since birth, they didn't pay taxes. There economic condition was good and better than the third estate.
These two estate consisted of (nobles, knights, clergy, money lenders, rich men)

The third estate consisted of the common people. This was the only estate who played taxes and all the pressure of taxes was omg the third estate. These were the people who formed the national Assembly and limited the powers of monarch.
The economic condition of this estate people was not that good, most of them were peasents.

Louis XVI followed the policy of one vote for each estate, the first two estates faced no problem as they were already exempted from paying taxes, but third estate faced great challenges.
