vernacular press act was implemented by lord lytton.. the reason for this act was to stop printing newspaper in the local language against the british

this is according to class 10 syllabus

In reality, this Act was passed by Lord Lytton and prevented the Indian newspapers from publishing any news which would arouse feelings of hostility towards the British Empire.
Also refer, the Indian Arms Act for further Repressive policies.
