Yes it can be controlled but only for a short amount of time,it is because of the muscles that are developed with increase in age, as for infants their muscles are not strong enough to hold on and therefore urinate.
Besides the muscles do not keep on developing forever i.e. as you cross 60 your muscles start to get weak as well as your bones and lose the ability to control.

The bladder wall muscles relaxe so the bladder can expand and be able to hold urine.
