A/c to NCERT text book of class 12th, all the oxoacids of phosphorous contain atleast P=O and a P-O-H bond. Now it is given that P-H is usually non ionisable and do not contribute towards basicity.Only H+ of P-O-H bond is ionisable and contribute towards basicity because it would not affect the 5 bond formation of phosphorous because the oxygen atom left would make double bond with P . So simply more the no. of O-H bond present in oxoacid the more it would be basic. So in your question H3PO2 contains only one O-H bond so it is less basic then it may be acidic. So this trend will go on further.
