when the people of a country cannot express his /her views independently like in case of anger he/she can't be angry . If a person is found showing expressions apart from what is allowed the person may serve a penalty

eg. NORTH KOREA

in case of limitations in right to speech you can't say anything against the government, supreme authority and even if you say anything apart from what has been allowed the person can be punished

eg. emergency in India,North India
