micelles formation is the structure formed by the soap molecule when the dirty cloth is dipped in water along with soap.

it forms because ionic part dissolve in water whereas non ionic doesn't.

When soap is dissolved in water ( soft water ) , its molecules organize themselves in an unique structure called Micelle .
The Micelles have two ends , one end ( Metal end ) dissolves in water and the other end ( Hydrocarbon end ) surrounds the dust / oil and being insoluble , picks them out .
