Chemicals are made radioactive by adding radioactive atoms to them. So if you add a radioactive hydrogen atom to a water molecule, you’ll have tritiated (radioactive) water; if you add radioactive carbon-14 to carbon dioxide then you’ll have a radioactive CO2 molecule.The way to make an atomradioactive is to change its nucleus to make it unstable. You can do this by adding a neutron to a stable atom, by hitting it with a neutron and bouncing out a proton, or some other process that changes the balance between neutrons and protons.

A radioactive substance is unstable and produces dangerous kinds of radiation. It is unstable because the strong nuclear force that holds the nucleus of the atom together is not balanced with the electric force that wants to push it apart. Because it's unstable, the atoms will decay into more stable ones.
