Action research is not problem-solving strategic plan to find out what is wrong, but rather a quest for knowledge about how to improve. So in program that needs to be planned from first is not well fit with action research.

Action research can only be applied in organized, planned programme where every part related to programme are well prepared and settled otherwise in curriculum, syllabus where everything should start from initiation would not be helped out with action research. Things need to be remain fixed, planned and organized where action research work out.
