-democracy evolves thru popular struggles.It is possible that some disputes may be resolved without conflicts and significant decision can also be taken thru consensus, but that would be an exception.defining moments of a democracy usually involve conflict between those grup of people who have exercised power and those who aspire a share in the power.These moments are experienced when a country is going thru transition to democracy,expansion of democracy and deepening of democracy.

-It is possible that conflicts are resolved thru existing institutuions such as parliament or judiaciary but whenevr there is a deep dispute these institutions are themselves involved in these disputes and the resolution has to come from outside ,the people.

-There is an element of spontainity in historic moments.But spontaneous public participation becomes effective with help of organised politics.So thus many agencies of organised politics are there like pressure grups amd movements grups and POLITICAL PARTIEES
