After the bag was shut and strapped by Jerome, the narrator, Harris asked him if he had packed the boots in. Jerome hadn't packed the boots and became frustrated as he had done packing and had to reopen the bag and redo the packing to pack the boots in.

Harris waited till then to ask because he wanted to irritate Jerome and laugh at his frustration.
