It means that each and every person has right to vote and each vote is equal irrespective of the voter's status

It means that in a democracy each person should have the right to vote and each vote should have 1 value.

In many countries people have the right to vote but the value of each vote vary. One such example is Fiji in Fiji the vote of a traditional Fijian has more value than that of an Indian.

To be called a perfect democracy every country should provide Right it Vote but in contrast it should also maintain equal value for all votes.
