As it reaches to the max height the speed or we can say kinetic energy gets to zero .

When a ball is thrown up, the maximum velocity happens at the instant of throwing the ball.
As the ball goes upwards it starts losing its velocity until it becomes zero at its highest point.
Then, it comes back on the earth.
Now, during its descent, due to air resistance, the velocity is lower compared to the upward velocity. Hence, the ball touches the ground at a lower velocity. This can also be proved by Newton's Laws of Motion.
