• James Hoggs, the 20th Governor of Texas,  helped to set-up the Texas Railroad Commission, which was the oldest regulatory agency in the state. Hogg was regarded as a champion of state universities, teacher education, and public schools. He also urged the Texas legislature to pass an anti-lynching legislation, which was finally passed in the year 18971.
• Governor Hogg fought against what “mobocracy” which were lynchings and other violent acts against those who were accused of crimes and he recommended the nation’s first anti-lynching laws to the Texas Legislature.
• While he passed the Texas Railroad Commission, he also reinforced segregation in railroad cars that gave the legal basis for segregated  services and facilities which ushered in the "Jim Crow era" in Texas.
