The dual system of government was introduced in Bengal by Robert Clive following his victory in the battle of Plassey in 1757 . Under this system , the responsibility for administration lay with the Nawab . However , the actual powers of government like revenue collection , police and judicial power lay with the East India company . This was a system that was very advantageous to the British as it gave them unlimited power to earn wealth through trade while the responsibilities of government lay with the Nawab .
