Algal bloom and red tides signifies that the water is polluted. The process is called Eutrophication. What happens is that , the algae consumes all the oxygen of the water, so very little oxygen is left for the marine animals to breathe in, that's why they die.

Red Tide is caused due to the population explosion of tiny, single celled algae. When these algae are present in high concentration (algal bloom) the colour of that particular area appears to be red. Thus, it is called red tide. The algal blooms are responsible for red tide as they could cause depletion of dissolved oxygen, release of toxins, etc.
