The expression ‘old and young’ refers to the angry reaction of the young and old fellow mariners of the ancient mariner. Since their ship had got stuck and becalmed at the silent sea near the equator, all their provisions and water had been used up. They held him responsible for their plight. They believed the ancient mariner had caused this trouble by killing the albatross. So, in order to punish the ancient mariner for their assumed troubles, they hung the dead albatross around his neck and looked angrily at him.

In the poem 'The Rime of the Ancient Mariner' young and old  refers to the crew who, irrespective of their age, abhorred the ancient mariner's act of killing the albatross as it brought them woes.
