The rag pickers were poor children. They always went about barefoot. They had become used to it. Even if they had shoes , they looked for excuses not to wear them. Some even said that going barefoot was a tradition among them.

The narrator Anees Jung while travelling across the county, or villages roads came across many children walking barefoot. One explanation is that it has become a tradition for them to stay barefoot. But to the author this explanation does not hold good. Children like Saheb who have been living in a perpetual state of poverty, cannot afford shoes.
