They would not collide because a neutron star is matter and a black hole is a vortex. A round object cannot collide with a hole. The extreme gravity falling toward and into the black hole would pull and tear the neutron star apart until eventually it would be disintegrated and forced into the black hole.  If the energy falling into the black hole is more than it can take in at a given particular time energies and gases from the star could be spewed out from the event horizon before reaching the black hole itself. This event is commonly called a quasar.
