A welfare state is the one which works for the betterment of society. It has a democratic setup that allows both public and private sector to work together for the society. Both of these sectors contribute to the development of nation.  

A.R. Desai is critical of the claims made on his behalf because he thinks these claims are overstated. These countries have not been able to meet even the basic requirement of the society. There are a lot of social malfunctions that still persist in these societies like economic inequality, unequal distribution of resources etc
