valency is the no. of electrons present in the outermost shell of any atom

for example valency of oxygen is 2-

since it needs lacks 2 electrons in its outermost shell

as for being stable the atom must acquire octet valency which means 8 electrons in the outermost shell

how ever atoms which have only 1-2 electrons needs 2 electrons in its outermost shell and acquire duplet valency example - Helium

NOTE When gases have filled outermost shell they form inert or noble gases
