Fragmentation is when an organism is split into fragments, and each fragment grows into complete, individual organisms that are clones of the original organism. Regeneration is the process of regrowth that organisms that allows for partial or complete regrowth of tissue after a damaging event.

In fragmentation when an organism gets detached as a segment it grows out as a new individual out of that segment
eg in spirogyra
In regeneration if the organism is injured and any of the body part gets detached then even that small part can grow into new individual
eg in planaria
in fragmentation the new individual is only produced if the parent organism gets detached as a FRAGMENT
