A hemlock tree is a poisonous plant with tiny white flowers. The poet (Robert Frost) writes about this tree as he wants to express the emotions of sadness and depression. The poet held the day in regret until the small act portrayed in the poem (the snow falling on him) changed his mood completely.

In other poems, we see poets writing about a beautiful plant/tree such as an oak, pine or a maple. These plants symbolize the values/emotions of happiness, joy, beauty and so on. The hemlock however symbolizes negativity.

(From the poem "Dust of Snow" by Robert Frost.)

Answer:

A hemlock tree is a poisonous tree. It is associated with negative traits. Since the poet is  remorseful, he has used the name of a hemlock tree to highlight the sad mood.
