I think it's Kalesa?

If it IS Kalesa, then it is a two-wheeled horse drawn carriage which was used in Philippines. The locals used to decorate it beautifully.

It was a primary mode of public and private transportation during the colonial era of the Philippines, though in modern times, they largely only survive as tourist attractions.

It's usage declined after World War 2.
