Education feeds the development mill.

If a country is at a low economic development baseline, the education regime will mostly focus on skills, such as producing engineers to feed Manufacturing operations.

If a country is at a higher economic development baseline, such as a developed country, the education regime will calibrate its focus between skills and knowledge pursuit (pursuing knowledge for knowledge sake), with a view to developing an intellectual class over time.

In turn, as the country gets more developed, it will drive changes in the education regime, for example to refocus Engineering skills from running Manufacturing operations (value sustenance) to design and innovation (value creation).

As the country prospers from economic development, there will be more funds available to allocate to the Education budget. As the workforce gets better trained, it will facilitate moving from value-sustenance to value-creation.
