Its means the velocity of a particle when its inital velocity is 0 .
according to eq
v = ut + 1/2 at^2
v = 0 + 1/ 2 at^2
v= 1/2 at^2

s=ut+at²/2
if initial velocity =0 then s=at²/2 here s is the displacement of the body.
