A true democracy is when everyone votes on everything. Even the US doesn't have that, nor does any modern country that I am aware of. Now we have representative democracies, where we elect representatives to run the government. True democracies aren't always better, as the majority is a lot more powerful than the minority, there are no checks and balances that we have today. Ancient Greece is a good example of a true democracy. However, the question that you were inspired by doesn't use it in the same context. Right now, Russia pretends like they have a democracy, but that question was probably referring to it as if they actually had any form of democracy that meant something.
