overloading is defined as whenever the high rated appliances are put on at a time then the large amount of current flows through a circuit resulting in heating and may lead to severe fire.
Short circuiting is defined as whenever the neutral wire and live coming together in contact accidentally in this case the resistance almost become zero and the circuit offer large amount of current than permissible value causing fire

Hope this will be helpful.

SHORT CIRCUITING: Each electrical circuit has certain maximum allowable current.
If the current in the circuit exceeds this maximum allowed value the insulation of wire may melt this result in interconnecting the live wire and neutral wire this is called short circuiting

OVERLOADING: the overloading means drawing more current rated value
If a large number of electric device having low resistance are connected in parallel combination a large current is drawn from the main circuit this results in overheating of connecting wires which may be lead to a fire.
