past perfect tense denotes an action that has been completed in the past before another event has has happened

Past perfect tense is used to indicate that an action was performed in the past just before another began. It is used in the form subject+ had/had not+ third form of verb
For example- 1. I had written the note when you came.
                       2. She had not driven a scooter in her life.
