what is role of mla and governer in choosing cheif minister of state??

there is a main role of mla and governor because the election commission of india discuss about the abilities which a chief minister wants

vishal5837336: i read in ncert that all mla after election elect their leader and this leader will be cheif minister ,but in next line it is also written that gover of state appoint cheif minister . i m very confused here
