Let me explain how to solve this problem first of all.
First we have to multiply the given measurements of outer dimensions in the question. This will give you the total area of picture.
Then multiply the the given measurements of inner dimensions in the question. This will give the area of the picture which is not to be covered.
Then subtract the area of total picture with the area of picture which is not to be covered This will give you the area of the frame . This answer will be multiplied to the cost mentioned to get the total cost of framing the picture.

Outer dimensions = 25 , 20
Therefore area of the whole picture - 25 * 20 = 500 sq. cm

Inner dimensions = 23 , 18
Therefore the area of uncovered picture - 23 * 18 = 414 sq.cm

Width of the frame = length of whole picture - length of covered picture — 25 - 23 = 2 cm is the width if the frame.
Area of the frame = 500 sq. Cm - 414 sq. cm = 86 sq. cm

Cost of framing per cm sq. Is ₹3 .
Hence 86 sq. cm * ₹3 = ₹ 258.
