In south africa before independence, it was under a colonial rule. So the people of south africa were black and the britishers who had the colonial rule over south africa were the whites. So the whites did not gave rights to the blacks.

Rights such as free to move in public places, use public toilets, be equal to white, etc were the type of rights which white had and black did not have.
