Belgium had two different ethnic groups. They were the Germans and the French. As per the whole country the strength or the population of the French was reasonably large. But in the capital Brussels the strength of the Germans were more. So, the people and the leaders of the nation decided to form a third form of body called the community government. Where the people are ruled by their own community. Hence, the peaceful situation in the country remained well.
