The valency is determined by the number of electrons in the outer shell of each atom of an element. Oxidation state refers to the actual or hypothetical charge that appears on an atom when all bonds related to it are broken. It requires that an atom exist as an ion or is at least paired with another atom.

HOPE it helps!!!!
