A plan is a drawing showing technical details of a building, machine, and so on, with unwanted details omitted, and often using symbols rather than detailed drawing to represent doors, valves, and so on while sketch is a rapidly executed freehand drawing that is not intended as a finished work, often consisting of a multitude of overlapping lines.

A sketch is only a rough drawing of an area. It is mainly based on memory and spot observation and not to scale.

While, a plan is a drawing of a small area on the large-scale. It is always drawn actually with correct seals. Hence it helps us to calculate the distance on map accurately .
