What is the difference between states and capitals?

In terms of states meaning sub-national administrative divisions (like the United States, Australia, Germany, Brazil or Mexico) then a state is a geographic area that a particular sub-national government is responsible for.

They are much the same as provinces in Canada or China.

A state will almost always be made up of various types of geography, including nature reserves, rural areas as well as multiple cities of which one is usually the capital city.

A capital is almost always an urban area, metropolitan area or city, and it’s usually the administrative centre of the state. The government of the state will be based there, with a capitol or parliament and the head of the government will likely have some kind of official residence. Most government departments or agencies will have their head office located there and there will likely be a district or state based court house.
