Highly soluble substances like sodium chloride in water, increase the surface tension of liquid. If the solute is less soluble, then the surface tension of liquid decreases. For example: soap and phenol decrease the surface tension of water.

There are few conditions: If the solute is very soluble then thesurface tension of liquid increases,on dissolving salt in water the surface tension increases. Moreover if the solute is less soluble then the surface tension of liquid decreases, pouring soap in water.
