It is because, as thewater in the region of freezing mixture, falls in temperature, its volume decreases, its density increases and hence it sinks down. ... It is because, when the temperature falls below 40C, the water starts expanding, its density decreases and hence it moves upward

Anomalous refer to the small particles which are present in liquid for instance in water.

They are quite closely packed together.

If one were to conduct an experiment to showcase the density of water then they would understand how the density of water actually increases when there is a rise in the temperature.
