in a unitary form of Government the national government has all the powers and constitutional powers and given to the states Origins of the country is dependent on the national government which can withdraw them at anytime Sri Lanka is one such example in the federal form of Government like in India the power Sa divided between Central Government and state government both levels are there areas of your jurisdiction in and unitary the state government does not have power of its own but in a federal system which state government has power feet sound for which it is not answerable to the central government and Central Government cannot order the state government to do something for which the state has the power

In either there is only one level of government or other levels are subordinate to the central government. The Central government can pass orders to the sub-units.
In , the State government is not subordinate to the Central government. The Central government cannot order State government to do something.
