The+3 in No means that it has to lose 3 atoms inorder to attain stability (8 electrons in the outermost shell) .
If a number is preceded by a + sign then it means that that element has to lose that number of electrons to attain stability in its outermost shell.
If a number is followed by a - sign then it means that the element has to gain that many number of electrons inorder to attain stability.
