What is the meaning of angle of elevation of the sun? Which angle does angle of elevation of sun mean, with respect to a building?

Angle of elevation is the angle made by the eye of the person above the horizontal...... as it clearly says angle of " ELEVATION" 

Angle of elevation of sun is the angle made above the horizontal while looking at sun.... its from the GROUND not from BUILDING
