It's just used for naming the precise cooardinates so that we can locate a place properly . Like, Earth is sphere(roughly) I.e it's 360° round it. If we're at 49° (latitude) it's quite unclear ( where in the hell in 49°?) so 1/60th of a degree got it's existence as a minute (').

ANSWER:- It's purpose is to clarify / precise up the measurements b/w latitudes.
