The intensity of sunlight increases during sunset and sunrise because at this time the SUN is at the Horizon and the Rays have to pass more layers of atmosphere than it does in the afternoon time when Sun is at our head.

As rays enter more layers, they refract more and scatter the BLUE light more making it negligible to view the SKY in its blue colour and the RED colour which have LONG Wavelengths do not get scattered much and thus intensified the sunlight rays coming to us during sunset and sunrise.
