Air is an insulator but when it is dry. We can not pass current or charge through it when it is dry completely. So its resistance is taken to be infinity. But this is not true if the air is having humidity in it.Then it becomes good conductor. That is the reason when there is a rain atmospheric electricity comes towards the earth surface through air only from high potential to low potential.

he best I could find with a short search was a broad range of 10^8 to 10^9 Ω∙m, with no reference to temperature, pressure, or relative humidity.
