Not going for very nerdy answers, we'll go for an simple explanation.
When one is involved in an accident, the people present nearby try to help the affected. But we might have seen that the people helping do not work like a team and the work seems to be haphazardly done. It's because they were not trained for such an encounter.
Now, disasters can be considered similar accidents but at a very large scale. Now imagine if people trying to help in the same way as they did during small accidents. The condition could worsen.
For an effective response, it is highly advisable that the responding personnel are trained for the same and work in a group.
During disasters, both government and organizations play an important role. There has to be a governing authority with powers to take instant decisions. So that is done by the concerned govt. of state or centre.
Government alone cannot respond as the response work requires a number of people. Here the organizations come in picture. Organizations mostly have worked in more than one disaster whereas the govt. officials might not have. So it is obvious that organizations have more experience and knowledge in responding to a disaster. And as the name organization suggests, they organize people in a required manner for better response strategies.
